Could it be that the Flash installer looks for Firefox, finds it,
installs for Firefox, then stops looking so never even tries to install
for SeaMonkey?

Not true of Mac OS. Any browser will see the plugin and use it.
On mac Plugins are are installed in the User/Internet Plugins Folder or
the the Main Library /Internet Plugins Folder and is shared by all
Browsers/email Clients that use plug ins.
