The arrows appear for me using SeaMonkey 2.30.

I see them too if I mouse over the ribbon: on the left if I mouse over stories at the left end of the ribbon, on the right if I mouse over stories at the right end of the ribbon, and not at all if I mouse over the story right at the center of the ribbon.

What I'd really like is a button to hide the ribbon. ;-)
