 From my limited knowledge, that tells the browser what it should be
interpreting.

BUT THE problem is still present. so it should be a SM bug ? no ?

Since WaltS48 sees the same problem in Firefox, it is likely either a
Core or Toolkit bug, not a SeaMonkey bug.  If you submit a bug report,
please reply in this thread with the bug number.

Despite the HTML markup attribute "title", the display is called a
tooltip.  In a display window, "title" is what appears in the window's
title bar.  It also appears when you select [View > Page Info > General]
on the SeaMonkey menu bar; it appears bold just above the Address.

What I see is that, once you get a tooltip on the map for "La boule"
(either color), you cannot get further tooltips until you move your
cursor off the map and then back onto the map.  On the other hand, if
you get a tooltip for "L'étoile" (either color) you can get one more
tooltip for any of the indicators but not more, unless (again) you move
your cursor off the map and then back onto it.

The problem is still present but I must put it in "Solved" status ...i will explain.

If you go rapidly from one "boule" to another one or to a "star" or vice-versa ...it works ...let us say 80 % of the time. The 20% cases is, I think, because my SM is too slow and it's status is in "closing the text of the previous mouseover" - and SM did not see that the mouse is "mouseover" the next "boule"(or "star"). This doesnot occur with my Internet Explorer who react faster let's say 3 times faster.

So I will only submit a trouble report .... if you insist :-)
