Yes.  When SeaMonkey crashed, the Crash Reporter offered me the option
to restart SeaMonkey.  When I selected that option, SeaMonkey restarted
with the same profile I was selecting from the Profile Manager at the
time of the crash.  Note that the crashes occurred, SeaMonkey never
completely finished launching.
