As I must work while commuting or in places without fast or reliable 'net 
connections or WiFi, this is much more than just annoying.

How can I correct this problem ?

Sounds like your problem is when working in places without fast or reliable 
'net connections or WiFi, or resuming from sleep mode.

Don't know how you would correct that with SeaMonkey (or any browser) other 
than getting a better connection.
