I installed 3.8b1 from this link:

It installed and worked immediately. It replaced a previous version
that was
broken by the SeaMonkey 2.33 update.
Did not work for me.

I also updated SeaMonkey and installed that Lightning version on my
wife's Windows 8.1 computer. It works just as well there.
