Reboot doesn't solve the problem. That's why I ask here.

Then I would suggest while running as administrator, right clicking on your task bar, and selecting "Task Manager", find the running instance in the "Task Manager" and kill any Seamonkey instance that you see.

You should be able to do a clean install after that.
