Tools > Add-ons Manager > Plugins. There should be drop downs for each
pligun with "Ask to Activate", "Always Activate" and "Never Activate",
same as Firefox.
Plugins click-to-play has existed in SeaMonkey, at least since version
2.20. Its function was improved in version 2.23.
