Select the mail or newsgroup account, click "View settings for this
account", select "Composition & Addressing", under *Composition* look
for "Automatically quote the original message when replying", set "Then"
to "start my reply below the quote" for newsgroup posting.
Daniel explained all the options, but you might want to have a look at
the Forum rules.
