Make sure SeaMonkey is not set to work offline (File > Work Offline should not be ticked).

It worked OK for me when I upgraded from 2.33 to 2.33.1 last week; can't easily check now since I already have the latest version. It may be worth trying again after a day or two in case there is/was a temporary problem.

I find the automatic update doesn't always work too well when running SeaMonkey as a non-administrator user. I usually close all instances of SeaMonkey, then right-click SeaMonkey shortcut and select "run as administrator" and use Help > Check for Updates to install the update. Don't do anything else in SeaMonkey while running as administrator, as any dodgy sites exploiting bugs in SeaMonkey (or plugins like Flash) could have administrator access to your PC!

If you're on an office network, check if you need to set up connection through a proxy. Although if you've managed to manually download the installer using SeaMonkey I wouldn't expect that to be a problem.

2. After manually updating to 2.33.1 from download site, 'help about' still 
says version 2.33. Start page still says I need to update.

Mine says version 2.33.1, after automatically updating. I'd expect the same following a manual update. It does sound like the update hasn't installed correctly.

Make sure you got the installer from:
  http://www.seamonkey-project.org/releases/
and not some other downloads site.

Make sure you installed it to the same location as the existing version. Perhaps try uninstalling the existing version before installing the new. Your profiles should not be removed in the process, but its always safest to back them up anyway.

Which OS are you using? Assuming Windows, which version? If Windows Vista/7/8 and the installer didn't prompt for administrator access, try right-clicking the installer and selecting "run as administrator".

Is the wrong file downloading or did someone forget to update the version 
number in the new release?

As above, make sure you got the installer from the official site. Another clue is that the filename of the installer includes the version number, e.g.:
  SeaMonkey Setup 2.33.exe    is for version 2.33
  SeaMonkey Setup 2.33.1.exe  is for version 2.33.1
