This is strange because full-screen-api.enabled should not allow web pages to resize your browser - it only allows them to enter and leave full screen but the browser size should remain the same after leaving full screen.
Allowing browser resizing is controlled via Preferences > Advanced > Scripts & Plugins > Allow scripts to... Move or resize existing windows. But this is completely unrelated to full-screen-api.enabled.
