I did a "clean" install of Windows 10, and the latest version of SeaMonkey is running fine.
Windows 10: you need to change all the security settings, as Microsoft has set them to a default that allows them access to pretty much your whole system. There even is a somewhat hidden setting that allows Microsoft to give other users the ability to download Win 10 from your system!
