I have the PrefBar extension with a button to launch the Bookmarks Manager. When I want to create a bookmark from a Web page that I am viewing, I launch the Bookmarks Manager and move its window so that at least part of it extends to the right of SeaMonkey's browser window. I locate where I want to place the new bookmark and select the entry either just before or just after that location. Finally, I drag the URI from the browser's address area to just above or below the highlighted entry in the Bookmarks Manager window.
