I Am able to access this using IE and chrome.

I have checked popup blocker and added it to exceptions, but that did
not work.

Anything I might be missing and not have done in this process?

Try starting SeaMonkey with plugins disabled, just in case one of them is blocking it. You can do that from within SeaMonkey, using the Help > "Restart with Add-ons Disabled" menu, or exit SeaMonkey and start it using the "SeaMonkey (Safe Mode)" shortcut in the Start menu (if that still exists in Windows 10...)
