In SeaMonkey, this can be set differently for each tool and menu bar.
On a toolbar where you want icons only, away from any button that has a
down-poointing triangle for a sub-menu, right-click and select [Settings
for this toolbar > Icons].
Thank you for the pointer, that allowed me to solve the problem. Now
the only question is why did it change from "icons only" when I updated
to 2.35, which is not as big an issue although it makes me wonder what
else might have changed under the covers that I have yet to find.
