For WinXP You can add Symbola_hint.ttf from: http://users.teilar.gr/~g1951d/ (Symbola Symbol blocks of The Unicode Standard http://users.teilar.gr/~g1951d/Symbola.zip) That will give you much of the symbols & pictographs, but will not be in color (same as linux). To test just go to the wikipedia page: https://en.wikipedia.org/wiki/Emoji#Blocks and notice that you get undecipherable blocks instead of the symbols/pictographs. While on that page, install the symbola ttf fonts and the page should immediately change to show the symbols/pictographs with the exception of a few.
