Afaics, disabling GTK3 on mozilla-beta automatically disabled it for us too - at least my builds here https://l10n.mozilla-community.org/~akalla/unofficial/seamonkey/nightly/latest-comm-beta-linux64/ were build with GTK2 even though I didn't change anything (and I also don't force GTK3 in my builds).
