I think I recall that being discussed here before, and it's an
intentional feature. Basically the default options are to compose in
HTML format so people can use formatting, and a lot of people probably
don't bother to change that option (some perhaps don't even know about
or understand it). If no formatting is actually applied, sending as
plain text makes for a smaller email size; some mailing lists insist on
plain text only, or remove HTML formatted parts from messages.

So this mail is presented to me - BUT the "Format" menu is not present
and the HTML gadget ribbon is not present.
That's my problem.

For what it's worth, it also affects composing a new email when the
"compose messages in HTML format" option is disabled (so plain text is
the default format) - there's no Options > Format menu. In that case
there's a workaround to hold shift while clicking "compose" (or reply,
forward, etc.) on the toolbar - but that doesn't seem to be possible for
"edit as new" since there's no toolbar button for that.
Supposing that I had sent this mail to someone ... and I want to sent
this same mail to another person, and I want to put some word in RED ..
It's impossible.
Same problem if I use "Edit Message as New" of a plain text received mail.
Is using "forward" instead a usable workaround? Not ideal, I agree, but
you can delete the redundant "Fwd:" in the subject line and "Forwarded
Message" section above the main text. I'm not sure if it adds anything
else you wouldn't want - perhaps an extra signature if you have a
signature set. That's what I usually do anyway, since I forget about the
"edit as new" option!

Yep, that'll forward in your default compose format, which seems to be
HTML. For me, since my default is to compose in plain text, forwarding
defaults to plain text even if the original was HTML; if I want to
preserve formatting I shift+click "forward" to forward as HTML instead
(if you shift+click, you'll probably get plain text - i.e. the opposite
of your default - and find that there's no Options > Format menu there
either).
"Edit Message as New" must permit me to use HTML options/gadgets.
