I routinely use the CookieViewer:
chrome://communicator/content/permissions/cookieViewer.xul

I have both of those. I usually use CS Lite to manage cookies. It
gives me a nice interface for all kinds of cookie management. Too bad
there are apparently no other special managers to handle other types of
permissions.
