First: It's not comm-central code and so the Seamonkey devs didn't close it. 
From 
the comment it seems Mozilla now believes that if it's a fault in their 
mozilla-central code and doesn't affect Firefox or another mozilla-central 
product 
it can be closed at will if no patch is attached. Not sure if this is true but 
it 
looks that way.

Second: Are you sure this hasn't been fixed in between? I can select both links 
in 
the description just fine and Mail & Newsgroups opens. On your test page the 
Server unstated links do not work at all in Seamonkey.
