Yes, but note that the "main Window" is from a local file on my hard drive. That window is an HTML representation of my bookmarks. On launching SeaMonkey, I can select a bookmark for another local file on my hard drive; that renders immediately. Thereafter, the first time I select a bookmark to a page on the Web -- requiring communication over the Internet -- there is a delay. Subsequent selection of links to pages on the Web do not have that delay. Right-click on the SeaMonkey tool bar or menu bar, select the blue-circle icon from the Customize Toolbar window, drag the icon onto either your menu bar (which I did) or your tool bar.
