I notice cutting and pasting (mouse and hot keys) a places.sqlite's GUI
bookmarks (ctrl-B)'s folder, with a few bookmarks inside, fail in my
SeaMonkey (SM) v2.40 web browser in a very old updated Windows XP Pro
SP3. They do get cut, but pasting failed. I can undo to get them back. I
also can drag and drop the folders too. Cut and paste doesn't work. In
64-bit Debian with 64-bit SM's bookmarks, I cannot even cut even though
the option is there. Is anyone noticing this too? :(

Try drag-and-drop. Just be careful that you do not drop into another
folder. If that happens, opoen the unintended destination folder and
drag the desired folder out of it.
