Is it really a plugin? Or is it an extension? In either case, first test what happens if it is disabled. Go to [Tools > Add-ons Manager] on the SeaMonkey menu bar. If it is an extension, select Extensions on the left side of the Add-ons Manager window. On the Extensions pane, find the extension and select the Disable button. If it is a plugin, select Plugins on the left side of the Add-ons Manager window. On the Plugins pane, find the plugin and select the pull-down menu to the right. Select "Never Activate". If you see nothing adverse over one or two weeks, it can be removed. To remove an extension repeat the process of disabling it, but select the Remove button for it. No, you do not have to enable it before removing it. To remove a plugin, launch the Windows Control Panel and select Programs and Features.
