Try checking to see if perhaps your DNS servers are an issue.
Temporarily change to a google dns (8.8.4.4.) or openDNS etc and see if
you still experience the problem. You can also test with:
https://www.grc.com/dns/benchmark.htm
if on linux try namebench.
https://code.google.com/archive/p/namebench/
You might also want to clear your dns cache as well.
