I am not sure if this is a bug. And if it is, I am not sure in which
product it is.

If firefox goes off to get the cisco H.264 plugin at run time, then it
should also get the codecs to make sure it works. But I am not sure how
that would happen. I guess it cannot happen when you install firefox
because firefox is free as in freedom.
