I do not know of any way to whitelist/blacklist Web sites or Web pages
relative to toggling the use of CSS.  I handle this problem by
installing the PrefBar extension from
<https://addons.mozilla.org/en-US/seamonkey/addon/prefbar/> and then
adding the CSS Checkbox from
<http://prefbar.tuxfamily.org/buttons.html#togglecss> to PrefBar's tool
bar.
