You do not open it.  You download it.

I download it to disk. Then I open it (File -> Open), same as if opening a locally saved .txt or .html file. Verified this method works same as it did well over a decade ago, on Win10 with SM 2.48, Chatzilla 0.9.93 and Theme Font Size Changer 50.0.
