How are you building 2.46? Furthermore, what's the contents of: /home/phm/Downloads/seamonkey-2.46.source/seamonkey-2.46/mozilla/intl/icu/source/common/unicode/uvernum.h? As I understand it, if it doesn't find your system's ICU libs, it uses the in-source one. What's your mozconfig like?
