Not sure but I think there was a bug open for it which is fixed in later
versions.
ewong is currently spinning 2.48 beta 1. Its not final and will be followed by
a 2.48 release shortly after but you can try it:

Its build from a very late beta tree and should be stable but please backup
you profile if you want to go back. You would also need to manually install
the final release later. Automatic upgrade won't work but you won't need to

Are you sure about that "shift"? In Windows versions, "new message" has always
been simply Ctrl-M, which should correspond to your Cmd-M.

In OS X cmd-M = minimize the active window // shift-cmd-M = new Message
And here, Ctrl-M works whether the Mail/News or Browser window has focus.
In the Mail/News window, confirm the shortcut by pulling down "Message..."
at top.
