First of all, turn off the advertisement for AVG.  In the Settings
window, select [Components > E-mail Protections > Behavior].  Uncheck
the checkbox for "Insert note into clean message (outgoing}".

I have never seen a tab tear-off capability in SeaMonkey.  If you drag a
tab and drop it onto your desktop, you get an Internet shortcut.  If you
then double-click on that Internet shortcut, it opens a new browser tab
for the Web page that was displayed in the tab.

Consider:
*  Most state mandate that drivers have liability insurance.
*  Employers are mandated to have worker's compensation insurance.
*  If you live in a flood zone, flood insurance is mandatory.
*  If your home has a mortgage, fire insurance is mandatory.

Why then is mandatory health insurance so bad??
