It is not controlled by a preference variable. I suggest you get the PrefBar extension from <https://addons.mozilla.org/en-US/seamonkey/addon/prefbar/> and install it in SeaMonkey. Then import into PrefBar the CSS Checkbox from <http://prefbar.tuxfamily.org/buttons.html#togglecss>.
