In your profile directory: mimetypes.rdf. You can delete it while SM is closed,
and a new one will be created automatically on startup.

.rdf files can become corrupted. Deleting any corrupted can solve various 
problems.

13.1 has been out of support more than 6 months. You need to get permission to
upgrade. Known security risks have arisen since support ended.

Something to try if deleting mimetypes.rdf does not help would be switching to
another theme, from modern to default or vice versa, in Apply Theme in the View
menu.

Another would be logging into some other DE. If you are using Gnome, try IceWM,
XFCE or Plasma.
