I have no idea why that was disabled, but I did find a way to put
separators between folders. I had created a bookmarks menu in the
bookmarks toolbar by dragging "All Bookmarks" from the bookmarks manager
window and dropping it on the bookmarks toolbar. I am able to set
separators by using that menu.
