Depends on your connection speed. Is 38 MB a problem? For comparison, 2.46 was 35 MB.

The subdirectory https://archive.mozilla.org/pub/seamonkey/releases/2.48/win32/en-US/ contains:

I was surprised to see that the zip file was 10 MB larger -- it turns out that's because it contains all the SeaMonkey files and folders instead of the installer.
