No, which is why so many of us use add-ons like Adblock Plus. But there's a pop-up blocker, and some download sites require pop-ups for downloads. Try turning it off (Edit -> Preferences -> Privacy & Security -> Popup Windows) and see if that makes a difference.
Also, check your download settings (Edit -> Preferences -> Browser -> Downloads) to make sure that you'd actually see if a download starts, because there are settings that can make downloads happen with or without various types of notifications.
