Uninstall and reinstall SeaMonkey. Mapi registration should be done then.

might recreate your original SendTo E-Mail recipient. Then change
your default mail program to SeaMonkey.

got me close - from the command line
C:\Program Files (x86)\SeaMonkey>seamonkey -compose
attachment=file:///c:\temp\note0802.txt
works but not as a sendto target :(
