The easy answer is "File Bookmark" (Ctrl-D), which pops up a folder list from which you can select. If you click the down-triangle to pull down the list, the most recent folders used are prioritized at the top of the list.

So it's not completely dysfunctional, you just have to know how to use it.

Yeap!! Or the smaller down arrow to the right of the Bookmarks bar, but still on the "File Bookmark" screen, lets you select any of the folders in your complete Bookmarks folder.
