Trying to troubleshoot my brother's Seamonkey setup. He used to be able to
type in partial information in the "To" line, and it would present possible
addresses, just like address book autocompletion is supposed to work. In the
last month or so it has stopped working, and I have yet to figure out what
broke.

Currently at v2.49.3, (although the problem was showing up on 2.49.2) on
MSWindows 10 (April 2018 update, 17134) 64bit.

The address books seem fine, can open them, edit addresses, etc. I created
another address book and made some sample entries in it. Compose doesn't look
up in that one either. The "Mail & Newsgroup Accounts Settings" for each email
account shows the address books under the "Addressbooks for address
autocomplete" settings, address books are checked active. "Global Addressing
Preferences" is set to look at local address books (there is no LDAP server
set), all accounts are set to use global LDAP settings.

As I said above, it had failed under 2.49.2, and I installed 2.49.3 to see if
it was a bug that had been fixed. Still broken. If I try composing an email,
clicking on the "Address" button will bring up the address books and you can
select addresses out of there, just no autocomplete.
