You can manage cookies directly here:

I've never had any problems with that.
Or if you're willing to delete all cookies indiscriminately (you don't
care about saving any), you can do that by checking the box here:
Edit | Preferences | Privacy & Security | Private Data
...
When I ask SeaMonkey to clear my private data, it should erase:
...
[x] Cookies
Of course, you can check any other boxes you like as well.
Then whenever you want to clear private data, do either CTRL-SHIFT-DEL
or Tools | Clear Private Data from a browser window. These options are
not available from mail/news or mail composition windows.
