SeaMonkey does not contain pdf.js. But it can be installed as an extension. Per my prior comment in this thread, however, PDF files can either be displayed in the browser window or must be downloaded for viewing with a non-browser application. This depends on how a Web server is configured and on how the PDF file is identified on that server. -- David E. Ross Trump again proves he is a major source of fake news.
