It's in your AppData folder, which is normally hidden in the Windows Explorer.

Rather than figuring out the hard path (which includes your username), the easiest way of getting to it is via environment variable: %APPDATA%\Mozilla\Seamonkey.

If you're moving data from one computer to another, the fastest way of doing it is copying the contents of %APPDATA%\Mozilla\Seamonkey to external media, and then copying that data from the external media to %APPDATA%\Mozilla\Seamonkey on the new machine.

As a relevant aside, this is something to consider for your backups. If you back up just the Microsoft-defined libraries (such as Documents, Downloads, Photos, etc.) you won't get any of your Seamonkey data included in your backups. If you use IMAP for your email, your message store is on the server, but all your other Seamonkey data, including prefs and config settings, POP and Local Folders data, bookmarks, address books, etc. are only stored there. You want to make sure you get that backed up.

And for what it's worth, if you use either Firefox and/or Thunderbird, then you want to get backups of %APPDATA%\Mozilla\Firefox and %APPDATA%\Thunderbird.

Although it seems odd to put data in that location, that's actually part of Microsoft's design for Windows, where data that is normally accessed only through an application (and not directly from the Explorer) is in the hidden AppData folder. That's not just Mozilla stuff, but nearly any application you have on your computer. Among other things, AppData is the default location for things like the default user template in Word, personal dictionaries and Access databases.

If you know that information, you can account for it (especially in your backups), but if you don't, then you run the risk of that data not getting backed up.
