I set that pref to 'true', restarted, went to Preferences > Appearance >
Content and I don't see anything different there.
No zoom control in the status bar either.

Weird. I had no problems in both of my decade old 64-bit W7 HPE SP1, mac
OS Sierra v10.12.6, and Debian Jessie v8 PCs with old official SeaMonkey
v2.49.5 files. They came up right away in both of my SM's status bar
when setting to true. I didn't need to restart. Maybe try again with a
new profile?

Why is this old ant still sick daily and almost all day, but with a
nasty allergy (leaks, sneezes, and itches)? No cold, flu like from the
end of August, etc. Also, minor muscle pain in left nipple area. Dang
old body! :(
