They should for SeaMonkey as well.

Your clock is probably under in your screen in the right corner.
Click one time (or maybe double click) on the clock, it opens and you
can set the date and time.
On my Windows7 PC I can synchronize the clock with the internet time
(my PC synchronizes with 'time.windows.com')
If you do that, it automatically change the winter time in summer time
in march (and the other way in october).
