That's the DOM Inspector extension, which is included with at least some
versions of SeaMonkey. If you don't use it and want to get rid it, it
would be better to do via Tools > Add-ons Manager. On the "Extensions"
section, there should be a "Remove" button alongside the extension,
which should remove it properly.
