I opened my SeaMonkey browser just now. The home page said that an update is available. I opened the menu item Help -> Check for Updates... and it said no updates were available. I'll attach a screen shot of what I saw.
I clicked the link in the "Download now" area at the bottom right of the home page. I got a "404 Not Found" page with the URL
https://archive.mozilla.org/pub/seamonkey/releases/2.53.1/win32/en-US/SeaMonkey%20Setup%202.53.1.exe .
Next I clicked the "Other Systems & Languages" link at the bottom right, got to the page
https://www.seamonkey-project.org/releases/#2.53.1 , and was able to download the file
https://archive.mozilla.org/pub/seamonkey/releases/2.53.1/win64/en-US/seamonkey-2.53.1.en-US.win64.installer.exe .
