I must admit I don't understand the concept.
If you have your email accounts set up in Seamonkey and Seamonkey is open, it will contact the email servers and retrieve anything they have to offer. If Seamonkey is not open then neither it nor any other program is going to do this. If you want to write - or reply to - a mail then you hit "Compose" or "Reply" and away you go. I have one Windows 10 machine which I permit to handle mails and I have absolutely no idea what the system default is, or even if one exists.
