Some sites mistakenly interpret various forms of tracking protection as ad blocking.  Have a look at your privacy and cookie settings to see if you have any privacy measures set up that might be triggering these warnings.

Having said that, you may not be able to find a collection of settings that provides you with what you feel to be an acceptable level of privacy protection and yet is compatible with some of these sites.

Tracking protection is configurable per site. If it's so configured (Preferences>Privacy & Security>User Tracking: Prevent tracking activities..., Warn me when known tracking ... ), you get a pop-up ribbon at the top of a page that wants to exceed your privacy settings. If you select Unblock, that applies to the specific site. You can later change the per-site settings using Tools>Data Manager.

OP's issue doesn't have appear to have anything to do ABP: in fact there are no extensions ("pgms") installed. Rather, it's likely to be the Tracking protection as identified by Steve.
