Hi fellow freenetters

I am quite tired of freenet as it is now - painstakingly slow, and most material flushed out of freenet in two weeks time. Where i live we have a large, fast local network connecting about 1000 homes. I've been playing with the idea of having a sort of closed freenet community. I've had a difficult time understanding exactly how freenet transfers work, so i'd like to have some feedback from you experts.
First of all: Is it correct that transfer time and connection time will be faster in proportion to the speed of the network? If ping times on the network are <20 ms and bandwidth 100 Mbit/s, can transfers including connect time be reduced to seconds rather than minutes?

And then: How can we set up our servers, so they'll publish keys only locally, and only accept keys from local machines?

Also: I know there has been problems on freenet with publishing very large files - will that also be the case on a small, very fast network?

I believe that having a closed freenet community will encourage people to donate space and publish data much more than an open one.  Our communication network will also make it easier to facilitate a balance between how much is uploaded and how much space is available. I see a great potential in such a freenet network, if the speed (and reliability) can be brought up to at least 10 times what I've experienced on the global freenet.
