[freenet-support] freenet is suposed to work without an ISP right ?

When  I click  the freenet icon on my desktop it pulls up the america on
line screen & wont work without signing in .    Also can netscape navigator
be the browser ?    Im using windows 98 2nd edition on a p4  - 1.3GHz   .
