I'm running win95 and the "Configure" option doesn't
work for me either.

You can edit the freenet.ini file directly (using
notepad or whatever) which will be located in the
freenet folder.

Otherwise, you can download and install 3.8.1 (which
works).  Then configure everything you want, then
re-install 3.9.1 when you are done.  (Hey.... at least
freenet is a small install).  I think they need to fix
the "configure" in 3.9.1 (at least for windows).
